The GOMOR Appeals Process What to Expect

Step One: Reviewing the Reprimand and Underlying Evidence

We examine the GOMOR, all supporting documents, and the circumstances leading to the reprimand. Many cases involve incomplete investigations or procedural errors. Procedural foundations appear in the Manual for Courts-Martial at https://www.esd.whs.mil/DD/.

Step Two: Gathering Evidence and Building the Rebuttal

We collect statements, performance records, evaluations, awards, timelines, digital communications, and contextual information to demonstrate inaccuracies or provide mitigating factors. This step shapes the strategic direction of the rebuttal.

Step Three: Drafting and Submitting a Persuasive Rebuttal

We craft a clear, structured rebuttal explaining why the GOMOR is inaccurate, unfair, unsupported, or deserving of local filing. When appropriate, we request complete withdrawal or removal from the OMPF.

Step Four: Pursuing Post-Filing Appeals
